On July 1, Shougang Group held a commendation conference for excellence, celebrating the 105th anniversary of the founding of the CPC, deeply studying and implementing the spirit of the 20th National Congress of the Communist Party of China and the previous plenary sessions of the 20th session of the Communist Party of China, comprehensively implementing the work requirements of the municipal party committee and government, praising the advanced, setting an example, promoting integrity, encouraging party organizations at all levels and all party members and cadres to anchor the goals and tasks of the year, practice hard and work hard, to provide a strong guarantee for promoting technological innovation as the first competitive force and accelerating the Chinese path to modernization of Shougang. Zhao Mingge, Secretary of the Party Committee and Chairman of the Group, delivered a speech. Zhao Mingge pointed out that this morning, General Secretary Xi Jinping delivered an important speech at the celebration of the 105th anniversary of the founding of the Communist Party of China, which was insightful, profound in thought, and rich in connotation. It further pointed out the direction and provided guidance for realizing the central tasks of the Party in the new era and new journey. For over a hundred years, the development of Shougang has been closely linked to the fate of the Party and the country. Under the leadership of the Party, Shougang has written a magnificent chapter of hard work, reform and innovation, and pioneering progress.  

Zhao Mingge systematically summarized the achievements of the party organizations at all levels of the group leading all party members, cadres, and employees to anchor goals, forge ahead, and repeatedly charge forward over the past year with detailed data and specific examples.

Zhao Mingge pointed out that the collectives and individuals who were commended this time are typical representatives of party organizations at all levels and the vast number of party members in the group. They have demonstrated the distinct characteristics of Shougang people, such as political awareness, ability to shoulder responsibilities, and emotional attachment, with a good spirit, pragmatic work style, and a sense of responsibility. Zhao Mingge emphasized that this year is the beginning of the 15th Five Year Plan, and it is of great significance to do a good job in all aspects of this year's work. We must effectively unify our thoughts and actions with the implementation of the decisions and arrangements of the Party Central Committee and the work requirements of the Municipal Party Committee and Government, further enhance our political consciousness of loyal performance, ideological consciousness of serving the overall situation, and action consciousness of promoting development.

First, we need to deeply practice the principle of "picking the beam, being a pioneer and setting a benchmark", and strive to create a scene of Chinese path to modernization in Shougang. According to the Work Plan of the Party Committee of Shougang Group on Deepening the Practice of "Taking the Lead, Being a Pioneer, and Setting a Benchmark" to Promote High quality Development of Enterprises, 21 work tasks in five aspects are clearly defined, and all units should implement them well. To strive for excellence in serving the overall situation of the capital, ensure the guarantee of major events and the construction of key projects, and create a new landmark for urban revitalization with high standards; Promote the research and development of the "AI+New Materials" project to support the demand for materials in national key manufacturing fields; Strengthen the responsibility of state-owned enterprises and serve the coordinated development strategy of Beijing Tianjin Hebei. To take the lead in deepening state-owned enterprise reform and industrial innovation, inherit the reform and innovation genes of Shougang, focus on enhancing core functions and improving core competitiveness around the development goals of the 15th Five Year Plan, better play the role of scientific and technological innovation, industrial control, and safety support, and strive to enhance Shougang's competitiveness, innovation, control, influence, and risk resistance. We must strive for excellence in strengthening the establishment of benchmarks for state-owned enterprise party building, inherit the excellent tradition of party building in Shougang, highlight the political construction of the party, continuously strengthen ideological and theoretical armed forces, firmly grasp the general requirements of "establishing the party for the public, benefiting the people, making scientific decisions, and truly implementing practical work", and complete all tasks of learning and education with caution. We should strive for excellence in inheriting and promoting the spirit, cultural heritage, and work style of Shougang, and carry out the mass themed practical activities of "One Leading, Two Integrating, Embarking on a New Journey and Opening up a New Bureau" to achieve practical results.

Secondly, we must conscientiously implement the requirements of the new round of reform and further stimulate our driving force and vitality. Don't wait, focus on promoting the implementation of the 15th Five Year Plan, start from institutional mechanisms, based on our own reality, and deeply promote a new round of reforms. We need to further improve the institutional mechanisms for promoting the deep integration of technological innovation and industrial innovation, adhere to a pragmatic attitude to promote technological innovation, improve the institutional mechanisms for the transformation of achievements and supporting incentive mechanisms, promote the construction of original technology source areas in Beijing with high quality, further improve the relevant systems for Shougang scientists, and further stimulate the innovation vitality of scientific research talents. We need to further improve the institutional mechanisms for promoting the deep integration of technological innovation and management innovation, continue to optimize the "multi single table" power and responsibility list, further deepen the reform of the three systems, improve the mechanism for benchmarking and improving labor efficiency, improve the construction of internal control system, and provide guarantees for technological innovation through the efficient operation of the system and mechanism. We need to further improve the institutional mechanisms for promoting the deep integration of technological innovation and business model innovation. To continuously enhance business resilience, we must unwaveringly adhere to the goal of reducing the "two funds" this year, further strengthen inventory management, increase the collection of accounts receivable, and effectively reflect business results in financial accounts. We need to accelerate the improvement of labor efficiency, adhere to the dual control of the number of employees and labor efficiency indicators, and enhance development resilience through efficiency improvement. To deeply expand industrial synergy, each industry sector should combine its own reality, adhere to the "four wheel" drive of policy, innovation, ecology, and capital, seize structural market opportunities, fully integrate internal resources, create comparative competitive advantages, and form a distinctive industrial ecosystem of Shougang.

Zhao Mingge also put forward clear requirements for ensuring the service and guarantee of major events, strictly implementing safety production, flood prevention and control, and petition and stability maintenance work.

During the meeting, Qiu Yinfu pointed out that we should take this commendation conference for striving for excellence as the driving force, promote party organizations at all levels to solidly carry out the study and education of establishing and practicing the correct political performance concept, guide party members and cadres to understand the development ideology centered on the people, and integrate the correct political performance concept into the entire process of strategic decision-making, scientific and technological innovation, and cost reduction and efficiency improvement.
