On January 22nd, the expanded meeting of the Communist Party of China Beijing Shougang Co., Ltd. Committee was held. Wang Lifeng, Secretary of the Party Committee of Shougang Group, delivered a work report titled "Adhering to Strong Foundation Empowerment, Deepening Reform and Innovation, and Promoting the Development of the 15th Five Year Plan with High Quality Party Building". Members of the Party Committee and leadership team of Shougang Group, leaders of the Party and government of various units, secretaries of the Discipline Inspection Commission, representatives of the Party Congress of Shougang Group and Shougang Group, and representatives of united front personnel attended the meeting.

The conference report is divided into four parts: first, a review of the work in 2025; The second is the achievements of the 14th Five Year Plan and the main goals during the 15th Five Year Plan period; The third is the key work for 2026; The fourth is to lead and ensure the high-quality development of enterprises through high-quality party building.

In the first part of the report, Wang Lifeng pointed out that 2025 is the year when the 14th Five Year Plan and the deepening and upgrading action of state-owned enterprise reform come to an end, and it is also a crucial year to lay a solid foundation for a good start to the 15th Five Year Plan.   In the past year, we have focused on four major issues: firstly, we have thoroughly studied and implemented the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, and scientifically formulated the "15th Five Year Plan" for Shougang Iron and Steel Industry. The second is to carry out solid learning and thematic education. The third is to implement group inspections and audit rectification with high standards. Fourthly, we will continue to promote the deep integration of party building work and production and operation.

Wang Lifeng comprehensively reviewed the main work of the company's party committee over the past year from six aspects:

• Firmly adhere to political guidance and continuously strengthen the construction of the Party;
• Practice the "Four Extremes" and gradually improve production and operation;
• Deepen innovation empowerment and steadily enhance competitive advantage;
• Continuously consolidating the foundation and strengthening the foundation for development;
• Strengthen talent driven enterprise development and showcase the vitality of team building;
• Adhere to co construction and sharing, value co creation, and universal benefits.

Wang Lifeng emphasized that 2025 will not be easy and extremely extraordinary. This year, we have adhered to the direction of political guidance. No matter how the market situation changes, we must always maintain our confidence in the development of the national economy, and drive the vast number of party members, cadres, and workers to recognize the situation, base themselves on reality, and make achievements in their positions. This year, we resolutely implemented the decisions and deployments of the group party committee. Focusing on improving operational and asset quality, implementing the "Eight Emphases" business policy, and deeply cultivating the "Five Advantages", we have not only maintained the basic foundation of stable operation in the current period, but also vigorously consolidated the foundation for long-term development. This year, we coordinated the development and safety of the enterprise. Focusing on improving quality and efficiency, as well as risk control, we will deepen the integration of "one leading and two integrating", comprehensively benchmark against first-class standards, focus on efficiency improvement, enhance risk management capabilities throughout the entire chain, and firmly hold the bottom line of enterprise development. Throughout this year, we have consistently adhered to the leadership of the Party and strengthened Party building. Continuously promoting the deep integration of party building and production and operation, carrying forward a tough work style, enhancing scientific business decision-making ability, strengthening the foundation of development, unleashing development vitality, and making the pace of development more stable.

Wang Lifeng stated that the achievements are hard won and cannot be achieved without the strong leadership of the group party committee, the strong support of local governments and sister units, and the arduous efforts of the vast number of party members, cadres, and workers. On behalf of the company's party committee, he expresses sincere gratitude and high respect to all levels of government, group companies, and sister units, to retired comrades, employee families, and people from all walks of life who have always cared about Shougang Group, and to the vast number of party members, cadres, and employees fighting on various fronts.

Wang Lifeng pointed out that while summarizing achievements, we should also objectively identify the problems and gaps in our work and accelerate their resolution in development.

In the second part of the report, Wang Lifeng pointed out that since the 14th Five Year Plan, the company's party committee has played a role in guiding direction, managing the overall situation, and ensuring implementation, solving problems, reforming and innovating, and effectively responding to various challenges and impacts. The implementation of the 14th Five Year Plan development plan has overall met expectations. We adhere to strengthening the comprehensive leadership of the Party, solidly carry out the study and education of Party history, the theme education of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the study and education of Party discipline. We deeply carry out the practical activity of "I do practical things for the masses", unite and lead the vast number of Party members and cadres to face difficulties and forge ahead, continuously improve the quality of operations, continuously improve asset quality, continuously advance technological innovation, continuously optimize industrial structure, and stabilize the basic production and operation of the steel sector.

Wang Lifeng pointed out that the "Fifteenth Five Year Plan" period is a critical period for the basic realization of socialist modernization, laying a solid foundation and making all-round efforts. It is also a critical period for Shougang to accelerate reform and development and strive to create a scene of Chinese path to modernization on the new journey of Shougang. We must truly shoulder the responsibility of our main business, shoulder the responsibility of steel production, always prioritize the promotion of high-quality development, fully understand the current changes in the situation and reality, and fully stimulate endogenous motivation and fighting spirit. We must persist in seeking progress while maintaining stability, pay more attention to strengthening our foundation and empowering ourselves, and handle our own affairs with a positive and proactive spirit; We must persist in seeking innovation in the process, pay more attention to reform and innovation, make good use of the three major tools of technological innovation, digital intelligence empowerment, and green development, optimize product structure and industrial ecology, and consolidate comparative competitive advantages; We must adhere to the principle of seeking truth in the new era, pay more attention to value creation, respond to the uncertainty of external changes with certainty, and transform new opportunities into tangible value.

In the third part of the report, Wang Lifeng pointed out that 2026 is the 105th anniversary of the founding of the CPC and the first year of the "15th Five Year Plan". The overall requirements for doing a good job in this year's work are: adhering to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implementing the spirit of the 20th National Congress of the Communist Party of China, the 20th Plenary Session of the Communist Party of China, and the Central Economic Work Conference, conscientiously implementing the work requirements of the Group's Party Committee and the decision-making arrangements of the Group's "Two Sessions", adhering to the leadership of Party building, deeply practicing the "one leading and two integrating" approach, firmly implementing the "Eight Emphases" business policy, focusing on value creation, comprehensively benchmarking and improving, solidly promoting the construction of business entities, strengthening industrial operation and capital operation, promoting effective improvement in quality and reasonable growth in quantity, and striving to achieve a good start in the ".

Regarding this year's key tasks, Wang Lifeng emphasized that,

We must adhere to the combination of efficient collaboration and reform and innovation, fully tap into internal potential, continuously improve business quality, effectively enhance core functions, and improve core competitiveness.

We need to deepen the "one leading and two integrating" approach, comprehensively enhance our independent innovation capabilities, promote the construction of digital stocks, and create a leading business card for the green development industry.
• Adhere to benchmarking thinking and promote the continuous improvement of enterprise capabilities. We should fully integrate benchmarking thinking into the entire process of business analysis, adhere to benchmarking to find differences, take a step forward, and continuously improve the attractiveness of enterprises to "bring in" and the competitiveness to "go out".
• Adhere to strategic thinking and enhance resilience for high-quality development. The 15th Five Year Plan has begun, and we must be brave enough to break through the "first mile" of key work and promote the orderly development of various tasks.

In the fourth part of the report, Wang Lifeng pointed out that it is necessary to implement the overall requirements of Party building in the new era, tighten the political responsibility of Party management and governance, empower the modernization of enterprise governance with high-quality Party building, and organically embed Party building work into all aspects of the enterprise's industrial chain, value chain, and innovation chain. Firstly, always prioritize political construction; Secondly, continuously strengthen ideological and theoretical armament; Thirdly, we will continue to promote the construction of grassroots party organizations; The fourth is to continuously strengthen the defense line of anti-corruption supervision; Fifth, continuously build a high-quality talent team; Sixth, we will continue to promote the work of the Party's mass organizations.

Wang Lifeng emphasized that the new journey of Shougang Group's "15th Five Year Plan" is closely related and resonates with every shareholder. All levels of party organizations should unite and lead the vast number of party members, cadres, and workers, under the strong leadership of the group party committee, to show the courage to leap and whip, stimulate the vitality of ten thousand galloping horses, maintain non-stop enthusiasm, and vigorously promote the high-quality development of Shougang Group in the 15th Five Year Plan with a breakthrough attitude, reform measures, and innovative methods.

During the meeting, representatives were divided into four groups to have a serious discussion around the conference report, and company leaders participated in the discussions of each group.
