The Sixth Plenary (Enlarged) Meeting of the First Committee of Shougang Group of the CPC was held

Zhao Mingge wrote a report titled "Always Maintain Strategic Clarity, Firmly Maintain Development Confidence, and Strive to Achieve a Good Start of High Quality Development in Shougang's 15th Five Year Plan".

On January 15, the sixth plenary (enlarged) meeting of the First Committee of Shougang Group of the CPC was held. Zhao Mingge, Secretary of the Party Committee and Chairman of the Group, was commissioned by the Standing Committee of the Party Committee of the Group to deliver a report entitled "Always Maintain Strategic Clarity, Firmly Maintain Development Confidence, and Strive to Achieve a Good Start in the High Quality Development of Shougang during the 15th Five Year Plan Period". Group leaders and members of the Group Party Committee; Leaders of various departments, platform companies, directly managed units, element management units, and some authorized management units within the group; Representatives from the 20th National Congress of the Communist Party of China, the 13th Beijing Municipal Party Congress, the first Shougang Party Congress, the Beijing Municipal People's Congress, and members of the Beijing Municipal and Shijingshan District Political Consultative Conference attended the meeting.

The conference report is divided into three parts: one is about the work in 2025 and the implementation of the 14th Five Year Plan; Secondly, regarding the main goals during the 15th Five Year Plan period and the overall considerations for work in 2026; The third is to use high-quality party building to lead and ensure high-quality development.

In the first part of the report, Zhao Minge pointed out that 2025 marks the concluding year of the 14th Five-Year Plan and the deepening and enhancement of state-owned enterprise reforms, as well as a pivotal year for laying a solid foundation for a strong start of the 15th Five-Year Plan. Over the past year, five key tasks have been prioritized:

1. Conscientiously studying, promoting, and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee.

2. Conducting thorough education on the central eight-point decision on improving Party and government conduct, as well as specialized studies on General Secretary Xi Jinping's important directives regarding the reform, development, and Party building in state-owned enterprises.

3. High-quality completion of the service guarantee tasks for the "One Site" hosting of the International Trade in Services Exhibition.  

4. High-standard implementation of the rectification measures identified during the municipal Party committee's inspection.  5. Successful conclusion of the 14th Five-Year Plan period.

Zhao Mingge reviewed the main work done in promoting the reform and development of the group from five aspects:

• Firstly, we will steadfastly promote technological innovation to lead industrial innovation and continuously enhance our comparative competitive advantage;
• Secondly, we will continue to promote innovation in management and business models, and steadily enhance our ability to create value;
• Thirdly, we will seize the opportunity of the coordinated development of "two parks and one river" and make new breakthroughs in the construction of "one highland and one fulcrum";
• The fourth is to deepen reform and tackle challenges, fully unleash development vitality;
• The fifth is to deepen the comprehensive strict governance of the Party, and the atmosphere of clean, upright, diligent, and entrepreneurial work is increasingly consolidated.

Zhao Mingge emphasized that the "14th Five Year Plan" period is the first five years for Shougang, which has embarked on a new journey in the past century. Its business performance has achieved a historical good level, and solid steps have been taken towards high-quality development. Over the past five years, we have consistently adhered to the direction of political guidance. With a broad vision of the 'great nation', we consider everything politically and act in the overall situation, ensuring the Winter Olympics, trade in services, and fighting against the epidemic, contributing to the revitalization of cities and the coordinated development of the Beijing Tianjin Hebei region. Over the past five years, we have consistently adhered to innovation driven development. The system implements the high-quality development path of "one leading and two integrating", focuses on promoting technological innovation as the first competitive advantage, optimizes product structure and industrial ecology through technological progress, and consolidates comparative competitive advantages. Over the past five years, we have consistently adhered to scientific business decision-making. Following the "Three Laws" and implementing the "Eight Emphases", continuous optimization of asset quality and resource allocation, steady improvement in business quality and production and financing efficiency, have promoted the transformation of Shougang's development quality towards higher efficiency, resilience, and sustainability. Over the past five years, we have consistently adhered to comprehensively deepening reforms. Focusing on cracking down on institutional barriers that hinder survival and development, continuously promoting industrial portfolio optimization, transformation and efficiency improvement, and enterprise exit, improving incentive mechanisms, encouraging grassroots innovation, and greatly unleashing development vitality. In the past five years, we have always adhered to the coordinated development and security. Continuously enhance risk prevention awareness, strengthen the ability to control risks throughout the entire chain, effectively improve the quality and efficiency of legal construction work, deeply practice the concept of safe development, firmly implement the "two responsibilities" of safety, and firmly hold the bottom line of enterprise development. Over the past five years, we have consistently adhered to and strengthened the comprehensive leadership of the Party. Deepen the deep integration of party building and production and operation, implement the "Three Point Initiative", promote a tough work style, build a strong cadre and staff team capable of fulfilling important responsibilities, strengthen the defense line against corruption risks, and provide strong guarantees for high-quality development.

Zhao Mingge stated that the achievements are the result of the warm care and strong leadership of the municipal party committee and government, as well as the unity and hard work of all levels of party organizations and cadres and employees at Shougang. On behalf of the Party Committee of the Group, he expresses sincere gratitude and high respect to all levels of Party committees, governments, and various sectors of society, to all cadres, employees, and families of Shougang, and to retired comrades who have always cared about Shougang's reform and development.

Zhao Mingge pointed out that while summarizing the achievements, it is necessary to have a clear understanding of the challenges and shortcomings in the work, attach great importance to them, take measures, and accelerate the resolution.

In the second part of the report, Zhao Mingge pointed out that the "15th Five Year Plan" period is a critical period for basically realizing the foundation of socialist modernization and making all-round efforts, and also a critical period for Shougang to accelerate reform and development and strive to create a Chinese path to modernization scene on the new journey of Shougang. We must always prioritize the promotion of high-quality development, steadfastly advance the development path of "one leading and two integrating", implement the business policy of "eight emphases" and the management requirements of "four extremes", deepen enterprise reform, optimize resource allocation, and strive to build a world-class comprehensive large-scale enterprise group. During the planning period, we will further enhance our primary competitiveness in technological innovation, fill the gaps in asset quality and labor efficiency, improve our value creation capabilities, promote a better industrial structure, stronger core driving force, and greater operational resilience, and achieve effective improvement in quality and reasonable growth in quantity.

Zhao Mingge pointed out that 2026 is the 105th anniversary of the founding of the CPC and the first year of the "15th Five Year Plan". The Central Economic Work Conference conducted an in-depth analysis of the current situation and clarified the overall requirements, policy orientation, and key tasks for this year's work. The Eighth Plenary Session of the Thirteenth Municipal Party Committee has made specific arrangements for key work in the city. We need to unify our thoughts and actions with the decision-making and deployment of the Party Central Committee and the work requirements of the Municipal Party Committee and Government. To accurately grasp the changing trend and always maintain strategic clarity. To accurately recognize changes, adapt scientifically, break through habitual thinking, get rid of path dependence, and make good use of the three major tools of technological innovation, digital intelligence empowerment, and green development, we must adopt a breakthrough attitude, reform measures, and innovative methods to ensure survival and development. To accurately grasp the stable foundation and always maintain firm confidence in development. Stability is the trend of the times, the inevitable result of cultivating development advantages, and an inherent requirement for promoting high-quality development. We must have firm confidence, maintain determination, concentrate our efforts to do our own things well, and lay a solid foundation for the start of the 15th Five Year Plan. To accurately seize opportunities and strive for high-quality growth. We should cultivate our internal strength with the spirit of historical initiative, seize the opportunity, accelerate the transformation of policy dividends, technological advantages, and development potential into tangible business performance, and promote the high-quality development of enterprises to take new solid steps.

Practice the principle of "one leading and two integrating", implement the "eight focuses", deepen enterprise reform, accelerate the cultivation and development of new quality productive forces, continuously enhance core functions, improve core competitiveness, and achieve high-quality growth; Adhere to and strengthen the comprehensive leadership of the Party, and strive to achieve a good start to the 15th Five Year Plan.

Regarding this year's key tasks, Zhao Mingge emphasized the need to achieve high-quality growth and solidify the foundation for high-quality development. Taking the optimization of industrial structure as the starting point and improving quality and efficiency as the main direction, we will strengthen professional control, release synergistic effects, cultivate and strengthen new growth points, and promote the comprehensive improvement of scale, efficiency, and competitiveness. To strengthen and optimize traditional industries; Cultivate and strengthen emerging and future industries; Enhance the comprehensive value creation capability of the industrial chain.

Secondly, we need to deepen the "one leading, two integrating" approach and stimulate strong momentum for high-quality development. Leading industrial innovation with technological innovation, improving efficiency and benefits with management innovation, expanding market space with business model innovation, enhancing the overall efficiency of the "three in one" innovation system, and injecting inexhaustible power into high-quality development. To anchor the goal of "Four Modernizations" and strengthen the guidance of technological innovation; Adhere to the direction of "integration" and deepen management and business model innovation; Strengthen the construction of technological innovation system.

We must implement the "Eight Emphases" business policy and enhance the resilience of high-quality development. Integrate established business policies throughout the entire process and various fields of management, accurately benchmark requirements, refine implementation measures, strengthen operational stability through systematic implementation, and enhance risk resistance through precise control. To improve the operating mechanism with cash flow as the core; Continuously strengthening investment control; Continuously deepening transformation and improving efficiency; Continuously improve asset quality.

We must accelerate the construction of a new landmark for urban revitalization with higher international standards and create a new "growth pole" for high-quality development. Seize the development opportunities of major projects such as "Two Parks and One River", Future Digital Space Innovation Pilot Zone, and Exhibition Town, gather high-end elements, expand diverse scenarios, enhance service capabilities, improve supporting functions, and focus on creating a healthy and sustainable business model. Accelerate the construction of the Beijing Future Digital Space Innovation Pilot Zone; Accelerate the construction of "two parks and one river" waterfront living rooms; Focus on enhancing sustainable development capabilities.

We must promote the deepening reform of enterprises and stimulate the vitality of high-quality development. We must implement the requirements for deepening the reform of state-owned enterprises, focus on the institutional and mechanism shortcomings that constrain the survival and development of enterprises, make targeted efforts, overcome difficulties, and continuously stimulate endogenous power and development vitality. To continuously improve the corporate governance system; Establish a sound market-oriented management mechanism; Build a strong firewall for secure development.

In the third part of the report, Zhao Mingge pointed out that it is necessary to implement the overall requirements of Party building in the new era, consolidate the responsibility of Party management, strengthen the deep integration of Party building and production and operation, adhere to strict standards for team building and leadership, and transform high-quality Party building achievements into high-quality development achievements. We must focus on the "two safeguards" and consolidate the foundation of political construction; Secondly, we must deepen the cohesion and soul building process, and establish a solid ideological and cultural foundation; We must build strong fortresses and enhance the efficiency of organizational construction; We must implement the strategy of strengthening enterprises through talent and stimulate the vitality of the talent team; We must build a solid defense line against corruption and consolidate the achievements of work style education; We need to strengthen the bridge links and enhance the quality and efficiency of group services.

Zhao Mingge emphasized that the high-quality development of Shougang has reached a new historical starting point. Let us always maintain strategic clarity, strengthen our confidence in development, anchor the strategic goals of the 15th Five Year Plan unwaveringly, and take one step at a time to turn the magnificent blueprint of Shougang's high-quality development into a beautiful reality, and write a more brilliant chapter in the new era and new journey.

During the meeting, representatives were divided into five groups to have a serious discussion around the report made by Comrade Zhao Mingge, and group leaders participated in the group discussion.

The meeting approved the resolution of the Sixth Plenary Session (Expanded) of the First Committee of the Communist Party of China Shougang Group Co., Ltd.
