On July 11th, Gitane Company held a safety production committee meeting for the second quarter of 2025, which summarized the safety production work in the first half of the year and deployed safety production tasks for the third quarter. At the meeting, Party Secretary and Chairman Li Gang affirmed the achievements of safety production work in various work areas and departments in the first half of the year, and further emphasized, deployed, and required how to do a good job in safety operation and production in the third quarter.

 

Li Gang emphasized that we are currently in the high temperature period of summer, with temperatures higher than in previous years. At the same time, we have entered the critical period of "seven down and eight up" flood prevention. In addition, production and business activities have entered the peak season, with risks overlapping. The production safety situation presents the characteristics of risk interweaving and overlapping, and major accidents are prone to occur nationwide. The safety situation is still severe and complex. We need to attach great importance to it, do a solid job in various safety work, and ensure the safe and stable operation of enterprises:

 

Firstly, we need to elevate our political stance, implement security measures, and uphold the bottom line of security. We must adhere to the first good standard, attach importance to safety work, and implement safety work effectively. Located in the capital and coinciding with the commemoration of the 80th anniversary of the victory of the Anti Japanese War and the Anti Fascist War, the "9.3" military parade is a major event. Our safety production must be strict, meticulous, and practical, with a sense of awe and high vigilance. We must firmly guard the safety bottom line and ensure the safety and stability of production and operation.

 

Secondly, we must control the characteristics of summer and ensure a safe summer. At present, it is the combination of high temperatures in summer and flood season. To withstand the triple pressure of high temperature flood season and high load production, it is necessary to do solid work. One is to do a good job in heatstroke prevention and cooling, ensuring that the fans, air conditioners, and other equipment for heatstroke prevention and cooling are in place to maintain the ambient temperature on site, distributing heatstroke prevention and cooling drugs, avoiding employees from suffering from heatstroke, and taking their occupational health into consideration. The second is to do a good job in troubleshooting equipment failures and investigating fire hazards. We must strictly implement the inspection system, identify and rectify fire hazards caused by overheating of electrical circuits and overloaded operation of equipment, and monitor and inspect key hazards such as charging points and hot work operations within the factory area. The third is to do a good job in lightning protection, wind prevention, flood prevention, electric shock prevention and other on duty and dispatch command during extreme weather.

 

Thirdly, we must ensure the coordinated and integrated operation of security. One is to fulfill the responsibility of "three management and three musts". Further strengthen the responsibility of each profession and unit to "manage industry must manage safety, manage business must manage safety, manage production and operation must manage safety", and the implementation situation will be evaluated in the morning meeting. The second is to strengthen the responsibility of leaders at all levels, especially the top leaders, in the integrated operation of safety coordination. In accordance with the requirements of tackling the root cause, we must effectively strengthen the construction of intrinsic safety, and further continuously implement the concept of the four in one intrinsic safety construction. Firstly, the automation of production lines should integrate the concept of intrinsic safety. The automation upgrade of the entire production line, including the three-phase electric slag furnace process and purification process, aims to reduce labor intensity, improve efficiency, and enhance intrinsic safety level. The second is to do a good job in digital transformation of security and improve the digital level of security. Third, we should continue to promote integrated operations in an all-round way in accordance with the building of the integrated combat system and the completion of the centralized dispatching command center. The fourth is to gather grassroots forces, prevent and control problems in groups, and identify hidden dangers and risks at the grassroots level. We should mobilize the subjective initiative of frontline workers in safety prevention, actively discover and solve problems. The fifth is to make up our minds to further carry out on-site governance, improve standards, and enhance the level of governance. Sixth, we must make up our minds to implement standardized on-site operations, cultivate good safety operating habits, and reduce risks at the source.

 

The fifth is to ensure that the investigation of hidden dangers does not deviate, and to ensure the safety of work quality. Be filled with reverence, reverence for life, and reverence for responsibility. There is no shortcut to safety, but accidents are predictable. Pre accident investigation is far more valuable than accident investigation. It is necessary to carry out safety hazard investigation and management in a down-to-earth and solid manner, identify risk hazards, and then rectify them. Only by putting in enough effort in prevention can we prevent accidents before they occur. Safety work requires patience, hard work, and meticulous attention to detail, practicality, and excellence in all aspects of work. We must strive for "safe work quality"! To ensure safety in environmental governance quality, production and operation quality, process formulation quality, equipment maintenance quality, inspection quality, professional management quality, and hidden danger investigation quality, and to ensure safety in process control process management.

  

The sixth is to carry out effective internal training to enhance safety literacy at all levels. Leaders at all levels should gradually improve their safety literacy and enhance the safety literacy of all employees:

 

The first is to improve employees' safety awareness at three levels through training: the first level is safety awareness, the second level is safety attitude, and the third level is safety knowledge and skills. Leaders and professionals at all levels should not only train in safety knowledge and skills, but also in safety awareness and attitude. They should strictly demand themselves and lead by example, leading the team while strictly managing. This places higher demands on leaders and professionals at all levels.

The second is to improve safety literacy from the lessons learned from accidents. Firstly, during safety training at all levels, it is essential to thoroughly analyze the accidents that have occurred and identify areas where one can correct their own shortcomings. Secondly, it is necessary to identify the key points of frequently occurring problems and strictly correct them. At the same time, we should carefully analyze and analogize external accidents, and not treat others' accidents as stories. We should attach great importance to them, alert ourselves, truly identify our own shortcomings, correct them, and draw lessons from them.

The third is for leaders at all levels to personally speak and manage. Leaders at all levels are the first responsible persons. Leaders at all levels should take the initiative to improve and identify job risks and existing problems within their management scope. Leaders and cadres should personally explain and act as lecturers, analyze more internal accident cases within the company, talk more about job risks and hidden dangers, talk more about employee problems and habitual violations, and talk less about other people's affairs and unrelated problem cases. Leaders at all levels should promote work management safety with a compassionate heart and a sense of responsibility, and educate, guide, and manage with down-to-earth and practical results, truly achieving the goal of "learning one wisdom from a setback, learning three wisdom from a setback, and learning three wisdom from others' setbacks".

Actively promote the upgrading of security technology and management innovation, focus on the implementation of key security projects (limited space intelligence, hidden danger investigation intelligence), strengthen security considerations from the project source, and enhance the overall level of security protection. The fourth is to enhance the safety literacy of all employees. Solidly carry out safety education work, strengthen the safety awareness and skills of cadres and employees through various methods such as regular assessment of safety production knowledge and skills, special training, warning education, etc. The fifth is to strengthen seasonal risk prevention and control. Pay close attention to the seasonal characteristics of flood season and high temperature in the third quarter, and deploy flood and heatstroke prevention, equipment protection and other work in advance. Improve emergency mechanisms, strengthen emergency preparedness, ensure rapid response and effective handling of extreme weather and emergencies, and ensure production safety and employee health.
